This article describes how to setup an AirPort Base Station for pulse dialing. The default setting from Apple is tone.

The AirPort Setup Assistant uses the Remote Access and Modem control panel settings of the computer running the Setup Assistant when it is configuring the Base Station. To set the Base Station to pulse dialing, open the Modem control panel and click the Pulse radio button as shown in Figure 1 before running the Setup Assistant.

You can also use the AirPort Admin Utility 1.1 to toggle between tone and pulse dialing.
