    The Attributes Inspector (opened by selecting a file or folder and pressing Command 1) only list a small subset of groups in the Groups pop-up menu.

DISCUSSION

    The groups displayed in the Groups pop-up menu of the Attributes Inspector are determined by the group membership of the current user. This is also true for root. In order to change the group of a file or directory that does not appear in the pop-up menu, type the chgrp command in a Terminal window.
